Launching Basket I of the New Helsinki Process
Communiqué No. 2 (2026) marks the transition of the Helsinki Geoeconomics Society from institutional formation into sustained operational activity. The publication outlines the launch of Basket I of the New Helsinki Process, focused on international economic security regulation and governance, and establishes the Society’s analytical, editorial, and convening architecture for the 2026–2027 cycle.
At the centre of this process is the development of the Helsinki Manual on Corporate Geoeconomics, supported through committee deliberations, expert evidence, rapporteur structures, and institutional convenings in Helsinki and Singapore. Five committees — spanning trade, investment, finance, industrial strategy, and digital governance — structure the Society’s work on the emerging relationship between economic power, technological systems, and geopolitical competition.
The Communiqué also introduces the Society’s evolving institutional framework, including its Board of Governors, editorial machinery, executive team, and the Susan Strange Cohort. Together, these structures form the foundation for a broader intellectual project examining how geoeconomics is reshaping the organisation of the global economy and the practice of statecraft.
